The Council of the European Union has approved 4.9 billion euros ($5.4 billion) under the European Peace Facility, mostly to reimburse member countries for military assistance they have already delivered to Ukraine.

Eight decisions authorize 4.7 billion euros ($5.2 billion) in partial reimbursements and another 230 million euros ($256 million) for the EU’s military training mission for Ukrainian forces, known as EUMAM Ukraine.

Most of the funding therefore covers past deliveries rather than new weapons purchases or direct payments to Kyiv.

The decisions implement part of a broader 6.6 billion euros ($7.3 billion) agreement reached by EU member states in September.

That agreement also included 1 billion euros ($1.1 billion) in new military aid and further support for the training mission in 2027.

According to the Council, the latest allocations bring total support for Ukraine under the facility to 10.8 billion euros ($12 billion). This includes 9.9 billion euros ($11 billion) for military aid reimbursements and 950 million euros ($1 billion) for training.

Russian Asset Revenues Fund Equipment Purchases

The EU has also directed 3.5 billion euros ($3.9 billion) in extraordinary revenues generated by immobilized Russian assets through the facility to fund ammunition, air defenses and drones for Ukraine.

Of that amount, more than 1.5 billion euros ($1.6 billion) was used to purchase military equipment directly from Ukrainian manufacturers, according to the Council.

Established in 2021, the European Peace Facility finances military and defense assistance to partner countries.
