Philippine Air Force to Receive Black Hawk Simulator, Virtual Maintenance Trainer

The Philippine Air Force (PAF) is set to receive S-70i Black Hawk helicopter training devices and services from Lockheed Martin.

Under the signed Direct Commercial Sale contract, the US defense company will deliver a full flight simulator — a digital twin training solution with the exact sights and sensations of the S-70i — and a virtual maintenance trainer with high-fidelity and interactive 3D models of every airframe subsystem.

The package also includes associated courseware, sustainment, and spares support through 2032 for the PAF’s Black Hawk fleet.

The contract marks Lockheed Martin’s first order for its S-70i Black Hawk training devices.

While this in-country training capability is being established, PAF Black Hawk pilots will continue to undergo training at the Sikorsky Training Academy in the US.

“Through these advanced training systems, we effectively support the needs of its growing force and expanding Black Hawk fleet. These solutions build on the PAF’s ongoing efforts to enhance training, ensuring crews and maintainers remain mission-ready while advancing their broader modernization goals,” said William Blair, VP and Regional Chief Executive, Asia & India.

PAF Black Hawk Fleet

The contract follows Manila receiving its final batch of Black Hawk helicopters, part of a 32-unit order in 2022, in August 2026.

The latest fleet joins the PAF’s 15 existing S-70i helicopters, leading to a combined total of 47 Black Hawks and making the Philippines the world’s largest S-70i operator.

The PAF deploys the Black Hawks for a range of missions, including troop transport, search and rescue, and humanitarian aid.
