The US Army has launched a $169.1-million program to modernize Joint Base Lewis-McChord (JBLM) in Washington, grouping 19 construction, renovation, and repair projects under a five-year agreement awarded to Conti Federal Services.

Planned upgrades include operational facilities supporting I Corps, military housing, and systems intended to improve the installation’s energy resilience.

The program will also upgrade facilities used by the 62nd Airlift Wing to prepare and transport troops and equipment for operations in the Indo-Pacific.

Work is scheduled to continue through July 2031.

JBLM will serve as a test site for determining whether the model can be expanded to other installations with urgent infrastructure requirements.

Conti Federal will serve as the prime contractor, with engineering firm Pond & Company leading the design work.

The two companies will use an integrated delivery structure to coordinate the projects across their planning, design, and construction phases.

Faster Infrastructure Delivery

Known as Facilities, Operations, Readiness, Growth, and Experience, the pilot is intended to modernize several categories of aging infrastructure simultaneously rather than procuring each project through a separate conventional contract.

The program combines Other Transaction Authority, a more flexible procurement mechanism, with enterprise architect-engineer agreements.

Under this model, industry teams can manage projects from design through construction, while the US Army retains its oversight and approval role.

Army officials said the approach could cut delivery times by up to 50 percent and costs by up to 30 percent compared with traditional procurement.
