The US State Department has approved a potential $1 billion foreign military sale of design and construction services to Kuwait.
The Gulf country requested the services for the development of maritime and land facilities at the Mohammed Al Ahmed Naval Base and its affiliated locations; the Ras Al Ard Naval Base for Onshore Logistics; and an alternate logistics station in the country.
The Mohammed Al Ahmed base is the headquarters of the Kuwaiti Navy and is also used by the US Army, Navy, and Coast Guard.
The services will also be used in the construction of a headquarters complex.
Services Requested
The requested services included, “life cycle design, construction, project management, engineering studies, engineering services, technical support, and facility and infrastructure assessments.”
“The proposed sale will improve Kuwait’s capability to meet current and future threats by providing onshore logistic support,” the Pentagon’s Defense Security Cooperation Agency wrote.
The principal contractor for the sale will be determined by approved vendors, likely through a competitive process.
No offset agreement has been specified. Its implementation will require the assignment of up to 20 US government or contractor representatives in Kuwait for up to 12 years.
The representatives will provide construction management and oversight.
