Norway Commits Record $2 Billion in Military Aid for Ukraine in 2025: Kyiv

Norway will pledge 2 billion euros ($2.05 billion) in military support for Ukraine this year, the Ukrainian government announced, marking the most extensive aid package in Oslo’s history, according to Kyiv.

The aid package was discussed between Ukraine’s Defense Minister Rustem Umerov and his Norwegian counterpart, Bjørn Arild Gram, during last week’s Ukraine Defence Contact Group meeting in Ramstein, Germany.

The ministers agreed on priority areas for allocating the funds, with a focus on enhancing Kyiv’s air defense capabilities.

Additionally, the Scandinavian country will invest in Ukraine’s defense manufacturing and joint projects, including ammunition production, the Ukrainian government added. 

“Our agreements with Norway will elevate our cooperation to a new level. Norway is one of the countries that supports us not only on the battlefield but also works to unite European nations to support our country,” said Umerov.

Norway’s Support Program for Ukraine

Oslo’s military assistance to Kyiv is organized around several key areas, including the provision of defense systems from both the defense sector and industry, as well as donations of equipment through international cooperation and funding mechanisms.

Another critical component is the training of Ukrainian personnel to enhance their operational capabilities.

Last month, Norway announced it would provide $240 million to strengthen Kyiv’s naval capacity and improve its deterrence capabilities against Russian forces in the Black Sea.

In November of last year, Oslo announced an aid package of $127 million in air defense systems for Ukraine.
