Ukraine Reveals 2025 Non-Lethal Support Budget for Military

Ukraine’s Ministry of Defense has announced it has allocated 67 billion hryvnias ($1.6 billion) for non-lethal support capabilities for the armed forces in 2025.

The investment will be used “to improve the quality of supplies” for warfighters and secure materials “necessary to counter the enemy effectively.”

Half of the expected budget, or about 34.2 billion hryvnias ($818.1 million), will be used to procure replenishments and apparel.

The agency said that 24.4 billion hryvnias ($583.7 million) is earmarked for food products, 9.5 billion ($227.2 million) for tactical gear, and 314.7 million ($7.5 million) for fuel.

The defense ministry noted that it plans to spend the overall amount next year to fulfill additional requirements.

A tender for 550,000 pairs of summer boots and one million summer field uniforms has already been posted to initiate the project and enable advanced preparations for the spring and summer seasons.

“Amid war, we cannot afford any delays,” Ukrainian Deputy Defense Minister Dmytro Klimenkov commented on the investment plan.

“Advance contracting guarantees that the Armed Forces of Ukraine will be provided with everything they need.”

$400M Saved in 2024

Earlier in December, Kyiv’s defense procurement arm revealed it allocated 92 billion hryvnias ($2.2 billion) for similar assets for fiscal year 2024.

Articles were procured through an open-bidding approach and allowed the government to save approximately 17 billion hryvnias ($406.6 million) of the total budget, the defense agency said.

Year-End Assistance for Ukraine

Kyiv’s non-lethal supply investment followed Washington’s announcement this month of nearly $1 billion in military aid for Ukraine.

The donation is among the final packages that the US will pledge to the Eastern European nation before President-elect Donald Trump takes office in January 2025.
